Defense procurement spent 50 years locked up
AI is unlocking the shift
For most of its history, the US defense market was inaccessible to new entrants. Long acquisition cycles and entrenched primes kept contracts concentrated. That is changing. Defense tech VC grew from ~$7B in 2021 to $49.1B in 2025.
The Pentagon's OTA contract vehicle, designed to bring in commercial technology faster, grew from $1.9B in 2016 to over $20B in 2024. More than 1,000 defense tech startups now hold active government contracts, up from a few dozen a decade ago.
What opened the door was AI: a capability the primes were slow to build and that DoD urgently needed. Founders with military backgrounds and software skills now have a genuine path to government customers.
